After directing the adult education program at a Catholic parish for several years, he entered law school. Kennelly earned his JD from the University of North Dakota School of Law and is a member of the Order of the Coif and Order of the Barristers. After law school, he clerked for the federal district court in Fargo before moving to Bismarck to prosecute criminal cases for Burleigh County.
